      The name James was often abbreviated as Jas. The name Joseph was often abbreviated Jos. My guess would that Skinner or whoever transcribed the record mistook the name or simply made a mistake.
      The earliest Joseph Howard I have wasn't born until 1740-1750 and he was the son of Bennet Howard.
