William Winter was one of the first signers of the Maryland Oath of Fidelity, June, 1779. This oath swore allegiance to the State of Maryland and rejected allegiance to the "King of Great Britain." Elected vestrymen of Durham Parish swore this oath every year. William was a vestryman.
In 1776, he commanded a company in the 26th battalion of militia, Charles County, Maryland.

Mar 13, 1732 from John Winter of CC, planter, to Wm Winter for the that he has for Wm Winter and for other good causes, 8 tracts of land in CC,
the 1st called _, bounded by the afd reserve, being part of the afd tract, the south side of the Redea Branch, containing and laid out for about 103 acres.
The 2nd tract is part of a tract of land called Mackeys Park, lying on the easternmost side of a Checkamuxen [Chicamuxen Cr], which part is bounded by the woods, containing and laid out for about 50 acres.
The 3rd tract is called Mackeys Parc, and is part of a tract of land called Allasons Supply, lying on the easternmost side of Checkamuxen Cr, which part is bounded by Mackeys Park, the woods, the main run called the Redin Run to Richard Speake's land, being part of Mackeys Park,
the other part of Allasons Spply lying on the east side of the Redea Run, bounded by Rd Speake's land, Mackey Park, John Speake, containing and laid out, both parts .. about 70 acres.

Sd David Parsons & Wm, his son, are possessed of a just claim and title in law to the before bargained land. Signed - David (DP his mark) Parsons, William (-u his mark) Parsons. On the complaint of James Murphey (an orphan bound out by the County Court to Reuben Dye), that sd Die uses him ill, it is ordered that summons issue against sd Die, and that summons also issue for William Garner, Henry Davis, and John Keyberly to testify for the complainant.
James Murphey, an orphan formerly bound to Reuben Die by CC court, on his complaint of his being very ill used by sd Die, adjudged to remove sd orphan into other hands, and Mr. William Winter Jr agreed to accept sd orphan. Winter is to provide the orphan with sufficient clothing and is to satisfy sd Die for the time the orphan had to serve until he arrives to age 21, by making a compensation that the Court shall think reasonable. The orphan was ordered into the hands of Mr. William Winter.
